SOE's are used to create political power structuring.

We have already seen Communist Chinese SOE agents due this to President Clinton.This was done through a tired system. In which the SOE agent with ties to lobbyists that lobby for the Communist Chinese SOE's was able to funnel funds to the President. As long as the President would remove a bar that stopped the Communist from obtaining one of the last Naval Bases around Long Beach Harbor. Or at least that is what it would seem like. Which then allowed in the access of the PLA and MSS to act with a bigger safer base in time of need. In which they can start to build a power structure like we have seen through Rosa Parks in San Francisco. Where a person who was standing up against her and the Communist Chinese was killed. Along with anybody who is anybody, except the Lion Rider's has to bow to her power in that area. Which they are able to due through SOE agents and other foreign Communist Party business agents.
